    BRTRC Federal Solutions, a growing government contractor, is seeking an experienced Manpower and Budget Analyst for a full-time position at the Pentagon.  

    Responsibilities

    • Responsible for evaluation, integration and coordination of acquisition workforce structure throughout the Army, collection and analysis of pertinent organizational data, making recommendations to leaders, and communication of resourcing decisions, guidance, and plans to program and resource managers.
    • Regularly analyzes pertinent organizational data from PROBE, FMSweb, IPPS, GFEBS and other Army databases and documents to support acquisition workforce strength management initiatives, personnel accounting, force management, and human resource policy processes.
    • Draft TDAs and build/maintain manning documents (table 30).
    • Review, provide analysis of, and/or draft Military Acquisition Position List (MAPL) positions and prioritization.
    • Advise on and execute realignments, reductions, and other human capital resourcing changes.
    • Routinely reviews management plans and proposals (organization concept plans).
    • Provides technical advice, including actual steps, in Army acquisition strength management and personnel accounting.  (examples: drafting RMD or issue paper language, or GO/SES communication on resourcing and manpower proposals).
    • Balances acquisition workforce requirements, authorizations, and available billets to meet field and headquarters staffing needs.
    • Evaluates problems and deficiencies and informs Director or other staff of recommended course of action, including specific steps implementing decisions or guidance.
    • Using the Planning, Programming, Budgeting and Execution model, participates in strategic planning and budgeting to support the organization function as oversight of Army procurement, modernization, contracting, and technology.
    • Assists with development of new policies or changes to existing policies, in consultation with the Director, stakeholders across the Acquisition community.
    • Monitors changes in human capital concepts, and seeks new or improved knowledge.
    • Reviews processes and programs for compliance with laws, regulations, directives, and policies.
    • Develops and executes management policies, standards, and procedures.
    • Serves as Subject Matter Expert on various strategy and/or process-oriented concepts and issues. Prepares and delivers oral presentations such as briefings, consultations, and strategy sessions to secure cooperation, resolve controversial matters, and convey information.
    • Provides review of all PEO knowledge-based service contracts for correct use of funds, contract codes, and execution of Army guidance;  advises Army senior leaders.
    • Provides review and analysis of Army documentation affecting resources (funding and manpower), including POM guidance utilizing knowledge of program life cycle management to ensure the funding and manpower correlate to the respective life cycle phase of each acquisition program.
    • Exercises creativity and competence providing recommendations to achieve short and long range goals, provide alternative COAs, and evaluate progress/results of complex manpower and resourcing issues.
    • Develops presentations, spreadsheets, and other supporting materials as required.

     

    Qualifications

    • Active DoD security clearance
    • Bachelor's degree and 8+ years' relevant experience
    • Proficiency in Excel and the ability to manage and manipulate large amounts of data into easily interpreted reports
    • Outstanding verbal and written communication skills with the ability to clearly and concisely communicate with all levels of an organization to include senior military and government civilian personnel
