  • Overview

    BRTRC, a government contractor specializing in the Department of Defense, is seeking a qualified Program Analyst in support of the Department of the Navy (DON), Office of Naval Research (ONR) Foreign Comparative Testing (FCT) and Fleet Experimentation (FE) programs. This full-time position will be located in the Northern Virginia area and is contingent on contract award.

    Responsibilities

    • Assist with the managing of funded FCT/FE projects and the monitoring of transitioned projects
    • Track active policy concerns identified by ONR and OSD
    • Review, analyze and edit project office quarterly status reports for accuracy
    • Assist in preparing information to be used in DoN, OSD, and Congressional files and reports
    • Provide services to facilitate meetings and conferences associated with FCT/FE Programs and publish ONR approved minutes of conference discussion, as well as manage action items
    • Maintain DoN FCT/FE project files on the OSD CTO database website and remove outdated information
    • Provide programmatic data analysis and develop presentation material
    • Collect and consolidate FCT/FE summary, draft, and final project proposals and assist throughout the proposal process
    • Assist with program collaboration reviews
    • Coordinate, draft, compile and prepare staff material, letters, and  memorandums
    • Coordinate, compile, and prepare process documents

    Qualifications

    • Bachelor’s degree
    • At least 5 years of experience in a combination of program Technology Evaluation & Exploitation, Fleet or Force Operations, Fleet Experimentation, DoN S&T organizations, and technology transition
    • Program Management, Systems Planning, RD&E (SPRDE) – Science and Technology Level I, II, or III certification a plus
    • Exceptional customer service skills and attention to detail
    • Strong analytical ability and problem solving skills
    • Outstanding verbal and written communication skills
    • Ability to work effectively in a team environment in a dynamic and changing environment
    • Ability to obtain a DoD security clearance; current clearance preferred
