  • Overview

    BRTRC, a government contractor specializing in the Department of Defense, is seeking a qualified Program Manager in support of the Department of the Navy (DON), Office of Naval Research (ONR) Foreign Comparative Testing (FCT) and Fleet Experimentation (FE) programs. This full-time position will be located in the Northern Virginia area and is contingent on contract award.


    • Direct, supervise and govern all aspects of the project supporting the DON FCT and DON FE program processes
    • Interact with Office of the Secretary of Defense (OSD) Comparative Technology Office (CTO), DoN stakeholders to manage funded FCT/FE projects, monitor transitioned projects, and take the lead role in the proposal development process
    • Support ONR and OSD CTO with technical studies, data analysis, and recommend courses of action
    • Participate in proposal collaboration reviews with other Services, U.S. Special Operations Command, DoN SYSCOMs, DoN Stakeholders and OSD
    • Participate as a non-voting working member of integrated project teams and program reviews/technical reviews at OSD, DoN SYSCOMs, Pentagon staff offices, other Services and U.S. Special Operations Command
    • Participate in Government-to-Business (G2B) meeting events with domestic and foreign industry vendors
    • Take the lead role in resolving financial and program discrepancies prior to formal project closeouts
    • Collect, consolidate, review and edit FCT/FE summary, draft, and final project proposals, focusing on technical and financial aspects, for ONR review and approval
    • Assist ONR in providing program and proposal process guidance to U.S. Government personnel, domestic small/large businesses and foreign industry
    • Ensure the FCT/FE projects meet financial benchmarks and project schedules/milestones
    • Track financial phasing plans and periodic status reports for ONR information and execution
    • Enforce policies and procedures
    • Establish and maintain relationships with FCT and FE Program Managers
    • Recognize and solve potential problems and evaluate program effectiveness
    • Perform IPRs to ensure customer satisfaction


    • Bachelor’s degree
    • At least 10 years of experience in a combination of program management, Fleet or Force Operations, DoN S&T organizations, and technology transition
    • Program Management, Systems Planning, RD&E (SPRDE) – Science and Technology Level I certification
    • Excellent leadership and interpersonal skills
    • Exceptional customer service skills and attention to detail
    • Outstanding verbal and written communication skills
    • Strong organizational skills to efficiently perform multiple tasks and balance competing priorities
    • Ability to obtain a DoD security clearance; current clearance preferred
