  • Overview

    BRTRC, a government contractor specializing in the Department of Defense, is seeking a qualified Program Manager in support of the Department of the Navy (DON), Office of Naval Research (ONR) Rapid Innovation Fund (RIF) program. This full-time position will be located in the Northern Virginia area and is contingent on contract award.


    • Direct, supervise and govern all aspects of the project supporting the DON RIF Program Manager through the BAA lifecycle
    • Facilitate Source Selection Evaluation Board review meetings
    • Assist the DON RIF Program Manager in formulating primary and alternative transition/transfer processes and investment strategies to improve process efficiency and investment outcomes
    • Manage the development and reporting of program statistical data
    • Provide execution review of operating, project and program budgets on a monthly basis
    • Analyze  estimates to identify imbalances among program areas, and to reconcile estimates with past actual data and planned changes in program income for mid-year and end of year execution
    • Develop and execute an outreach plan to enhance the visibility of the DON RIF program
    • Monitor the technical and programmatic execution of all transition and transfer efforts
    • Brief DoN RIF PM on bi-annual updates to the PEP and project execution and transition
    • Execute a Quality Control Program and perform quality reviews on all contract deliverables
    • Assist the DoN RIF PM in the review and updates of DoN RIF policy documents
    • Enforce policies and procedures
    • Recognize and solve potential problems and evaluate program effectiveness
    • Perform IPRs to ensure customer satisfaction


    • Bachelor’s degree
    • At least 10 years of experience in a combination of program management, Fleet or Force Operations, DoN S&T organizations, and technology transition
    • Program Management, Systems Planning, RD&E (SPRDE) – Science and Technology Level III certification
    • Excellent leadership and interpersonal skills
    • Exceptional customer service skills and attention to detail
    • Outstanding verbal and written communication skills
    • Strong organizational skills to efficiently perform multiple tasks and balance competing priorities
    • Ability to obtain a DoD security clearance; current clearance preferred
