  • Overview

    BRTRC, a government contractor specializing in the Department of Defense, is seeking a qualified Program Analyst in support of the Department of the Navy (DON), Office of Naval Research (ONR) Technology Transfer (T2) and Domestic Preparedness Support Initiative (DPSI) programs. This full-time position will be located in the Northern Virginia area and is contingent on contract award.


    • Gather agreements from the technology transfer community and other stakeholders on prioritization of business requirements, definition of project scope, and definition of key project dates
    • Provide coordination for the collection of all DON CRADAs and associated documentation
    • Perform compliance on CRADA submissions and identify solutions as necessary
    • Interact with the ONR NDTTIS Administrator to monitor and verify data entered into the database for consistency and quality assurance
    • Assist in collecting, validating, and/or analyzing information contained in DON T2 agreements
    • Develop  audit scenarios and execute quality control testing on completed database components
    • Participate in the development of educational/training tools and materials
    • Track and organize contractual documents, financial records and budgets consistent with DON best practices and develop annual reporting of program activities
    • Assist in the technical review and processing of budget changes and other matters of budget implementation.
    • Set up and arrange proposal review meetings
    • Coordinate and assist in conducting cash-flow analyses and funding requirements
    • Analyze estimates to identify imbalances among program areas, and to reconcile estimates with past actual data and planned changes in program income for mid-year and end of year execution
    • Develop brochures or other program marketing publications
    • Develop and ensure accurate content on the DON T2 website
    • Recognize and solve potential problems and evaluate program effectiveness


    • Bachelor’s degree
    • At least 5 years of experience in implementing quality assurance and policy compliance practices for technology transfer business development efforts including Cooperative Research and Development Agreements (CRADAs)
    • Exceptional customer service skills and attention to detail
    • Strong analytical ability and problem solving skills
    • Outstanding verbal and written communication skills
    • Ability to work effectively in a team environment in a dynamic and changing environment
    • Strong organizational skills to efficiently perform multiple tasks and balance competing priorities
    • Experience supporting the DON specifically is a plus
    • Ability to obtain a DoD security clearance; current clearance preferred
