  • Overview

    BRTRC, a government contractor specializing in the Department of Defense, is seeking a qualified Program Manager in support of the Department of the Navy (DON), Office of Naval Research (ONR) Technology Transfer (T2) and Domestic Preparedness Support Initiative (DPSI) programs. This full-time position will be located in the Northern Virginia area and is contingent on contract award.


    • Direct, supervise and govern all aspects of the project supporting the DON T2 and DON DPSI technology transition processes
    • Utilize experience in analytical and evaluative techniques to identify, consider, and assess technologies
    • Manage the development and reporting of program statistical data
    • Establish and manage analytical assessments, studies and evaluations, and training for selected DON T2 programs and pilot programs
    • Execute a Quality Control Program and perform quality reviews on all contract deliverables
    • Assist in the planning and analysis aspects of budgeting with policy guidance from the DON T2 and DPSI Program Managers
    • Develop and execute an outreach plan to enhance the visibility of the DON T2 and DPSI programs
    • Manage the planning and execution of several meeting and conferences of various sizes to include marketing, publicity, exhibit management, and full conference coordination
    • Enforce policies and procedures
    • Establish and maintain relationships with ONR Program Managers
    • Recognize and solve potential problems and evaluate program effectiveness
    • Perform IPRs to ensure customer satisfaction


    • Bachelor’s degree
    • At least 10 years of experience in a combination of program management, Fleet or Force Operations, DoN S&T organizations, and technology transition/transfer
    • 5 years of experience in developing major new technology transfer programs for the DoD and DoN with specific expertise in training and strategic planning
    • 5 years of experience in applicable legislation affecting DoD and DoN technology transfer policies
    • 5 years of experience in the area of requirements definition, economic assessment and community outreach in regard to DoD and DoN technology transfer
    • Excellent leadership and interpersonal skills
    • Exceptional customer service skills and attention to detail
    • Outstanding verbal and written communication skills
    • Strong organizational skills to efficiently perform multiple tasks and balance competing priorities
    • Ability to obtain a DoD security clearance; current clearance preferred
