  • Overview

    BRTRC Federal Solutions is seeking qualified candidates for our Director of Contracts position.  This is a full-time, exempt position, located at our Corporate headquarters in Vienna/Tysons, Virginia.


    The Director of Contracts will be charged with broad management and department-specific responsibilities for contract, subcontract, procurement and government property administration and reporting; pricing and proposal support; small business program, and contract compliance support, as well as represent the company and build rapport with government and partner contracting officials.



    The successful candidate is expected to have an excellent grasp of government contracting with a solid depth of understanding of FAR, DCMA, DCAA CPFF/FFP/T&M contracts, term and completion contract principles, BPAs and IDIQs, and related items in his/her knowledge base.


    • Bachelor's degree and a minimum of ten years of federal gov't services contract administration experience; Master's degree a plus
    • Ability to obtain a DoD security clearance; Active clearance preferred
    • Expert knowledge of FAR, DFARs
    • Working knowledge of CAAF, DBA, SCA, insurance requirements, DSS
    • Experience in proposal support (T’s and C’s, Small Business Participation and Subcontracting Plans, Reps and Certs, Business System Certs, MOUs, NDAs, Teaming Agreements, FAR Subpart 9.6 and GSA CTAs, formal and informal JVs, OCI certs and plans)
    • Cost Proposal preparation experience and DCAA/DCMA audit experience
    • Pricing Experience to include basis-of-estimate narratives, calculation of labor rates by percentile from published indices, calculation of GSA-based travel direct costs (JTR), calculation of DSSR-based overseas labor differentials, bottom-up pricing (price buildup from direct and indirect costs to achieve a profit objective), top-down pricing (pricing calculated using price distribution curves to achieve a profit objective), and GSA discounted pricing.
    • Experience with FAR-related proposal and delivery of copyrighted material and technical data rights
    • Experience with commercial software data rights (EULAs, Reseller Agreements, shrink wrap T’s and C’s)
    • In depth knowledge of all contract types from award to closeout
    • Experience with consent to subcontract rules and subcontractor cost/price reasonableness analysis
    • Experience in maintaining GSA schedules
    • Proven ability to manage, train, mentor and motivate staff
    • Strong written and oral communications skills
    • Active participant in NCMA, CFCM or CPCM certification a plus
