Overview

BRTRC Federal Solutions is seeking a Budget and Finance Analyst for a full time opportunity. The candidate will be responsible for a full range of resource management activities including five-year defense programming, budget formulation, execution, and financial reconciliation. Candidates are required to have active GFEBS (General Fund Enterprise Business System) account and a current DoD security clearance. Organization, accountability, flexibility, and ability to work independently are essential qualities for success. This position will support our government customer at an undisclosed client location in Prince George's county, MD. The client organization synchronizes the Warfighter requirements of Research and Development Command (RDECOM) and Army Materiel Command (AMC) and external commercial and government components worldwide.

Responsibilities

Major duties include, but are not limited to:

  • Prepares complete, clear, concise, timely and accurate execution status and analysis reports to be utilized by Directorate Level managers and below.
  • Provides recommendations for the preparation of future year budget requests while ensuring strategic alignment with Directorate mission, strategic requirements, and performance goals.
  • Closely monitors program budget execution and recommends courses of action to address areas of concern.
  • Closely monitors program budget execution for correct use of funds within authorized parameters.
  • Expeditiously prepares and processes funding documents for mission, customer (reimbursable and direct cite) and OSD (Office of the Secretary of Defense) sources.
  • Reviews ULOs (unliquidated obligations), coordinates and provides documented guidance on the necessary adjustments to be implemented by the appropriate functional areas (Resource Management, Procurement, and DFAS).
  • Administers Financial Management for each Customer Connection within the CSM (Customer Service Management) database.
  • Prepares and delivers reports; to include invoices with balances, payments assigned to an invoice, payments by designator, and payments without MIPR (Military Interdepartmental Purchase Request) received.
  • Provides support to the team in the generation and distribution of invoices for services.
  • Analyzes delinquent accounts and escalates for government evaluation and action.
  • Generates, reviews, and submits the Army Materiel Command (AMC) DD1144 Support Agreement document for all sponsors.

Qualifications

  • Minimum of 1-3 years of GFEBS experience to include Budgetary Enterprise Resource Planning (ERP) and Business Intelligence (BI) access roles.
  • Minimum of 2 years of experience with MS Office Products.
  • Demonstrable understanding of standard bookkeeping and account procedures for Government Accounting.
  • B.S. or B.A. degree in Business, Accounting, Information Systems, or other related fields preferred.
  • Active DoD security clearance.
  • Exceptional communication skills, both oral and written, with the ability to effectively convey information across all organizational levels.
  • Strong customer service focus.
