Overview

BRTRC Federal Solutions is seeking a Program Manager (PM) to provide analytical, technical, resourcing, and program management (ATRPMS) support to the Army National Guard Training Division (ARNG-TR). This full-time position is located in Arlington, VA.

 

The PM will lead a Program Management Assessment Team (PMAT) that conducts analysis of Army National Guard collective training events for Mission Command Training Support Program (MCTSP) and the Army National Guard’s eXportable Combat Training Capability (XCTC) program.  This team will support the MCTSP program to conduct analytical examination of current and emerging requirement(s) IOT measure their effectiveness on the MCTSP’s program, priorities, policies, and guidance.  The team will also provide recommendations for Mission Analysis Readiness Resource Synchronization (MARRS) management tools and processes. The team will also provide reports on collective training events, estimates for future collective training events, and analysis of current and future Mission Training Complex (MTC) manning requirements. ACTIVE SECRET clearance required in order to be considered. 

Responsibilities

  • Responsible for the overall performance of the contract, personnel supervision, timeliness and accuracy of deliverables, and correction of any real or perceived problem areas.
  • Interface on a regular basis with the COR for overall contract performance/schedule/cost satisfaction reporting.
  • Analyze program planning data, to include estimates for the number of ARNG collective training events by fiscal year.
  • Provide summary assessments of current and future ARNG training strategies impact on ARNG-TRC
  • Provide recommendations for the development of ARNG-TR strategic plans and policies, to include long-range goals, objectives, milestones, and emerging requirements.
  • Provide a summary report of issues and recommendations discovered during program analysis and assessment of collective training events.
  • Conduct ARNG draft memoranda reviews IOT identify Army and ARNG-TR guidance conflicts. 
  • Track all ARNG-TR personnel traveling TDY.
  • Provide a rollup of all government conferences per G3 and HQDA-TRS distro-lists that are relevant to the ARNG-TRC to include management reviews, quarterly training reviews, ARNG training directorate conferences, National Simulation Center conferences, Combined Arms Center Training (CACT) conferences, G6 Mission Command conferences, MTC Users Workshops, Initial Planning Conferences, and HQDA-TR meetings in MS Excel format to the ARNG-TRC PMs.
  • Attend conferences and meetings with an ARNG-TR program manager.  Historically, travel for these events has been twice a month.
  • Assist with developing ARNG-TRC PM presentations for conferences by conducting historical, present, and predictive analysis of ARNG-TRC training events as defined by CATS and including in the analysis what mission command system(s) are being utilized by each MTC.
  • Provide a report as part of the MSR with analysis of data trends, equipment fielding(s), utilization metrics, and emerging requirements to the ARNG-TR program manager.   

Qualifications

Required Qualifications

  • Minimum of 20 years of management experience with ARNG/Army/DoD.
  • Experience in Mission Command Training Support Program (MCTSP). 
  • Former Active/ARNG Battalion or above commander or similar experience.
  • Willing to travel as required. 
  • Must hold an ACTIVE SECRET security clearance. 

Preferred Qualifications 

  • Master's degree from an accredited university.
  • Program Management Professional certification or equivalent.
  • Combat Arms experience.
