Overview

BRTRC Federal Solutions is seeking a Program Management Assessment Team (PMAT) Subject Matter Expert (SME) to provide analytical, technical, resourcing, and program management support (ATRPMS) to the Army National Guard Training Division (ARNG-TR). This full-time position is located nationwide.

 

The PMAT SME will be a member of a Program Management Assessment Team (PMAT) that conducts analysis of Army National Guard collective training events for Mission Command Training Support Program (MCTSP) and the Army National Guard’s eXportable Combat Training Capability (XCTC) program.  This team will support the MCTSP program to conduct analytical examination of current and emerging requirement(s) IOT measure their effectiveness on the MCTSP’s program, priorities, policies, and guidance.  The team will also provide recommendations for Mission Analysis Readiness Resource Synchronization (MARRS) management tools and processes. The team will also provide reports on collective training events, estimates for future collective training events, and analysis of current and future Mission Training Complex (MTC) manning requirements. ACTIVE SECRET Clearance required in order to be considered. 

 

Responsibilities

  • Conduct analysis of Army National Guard collective training events for MCTSP and xCTC, including the status of unit integration and utilization of the Mission Analysis, Readiness & Resource Synchronization system (MARRS); Master Calendar trends (past and future), impact(s) that the metrics have on collective training events IAW CATS, AR 220-1 and SRM, and unit(s) adherence to published ARNG-TR training guidance.
  • Conduct analytical examination of current and emerging requirement(s) in order to measure their effectiveness on the MCTSP’s program, priorities, policies, and guidance to ensure that the MCTSP program meets the requirements within the SRM, “Objective T”, collective training Mission Essential Tasks (METs), Combined Arms Training Strategy (CATS) and ARNG-TR and HQDA-TRS Division guidance.
  • Gather mission command systems fielding information from the NSC, capturing all MCTSP emerging requirements and their overall impacts to the program. 
  • Analyze ARNG-TR TMT taskings by providing a synopsis of schedule risk, points of contact issues and routing issues, including all closing dates, branch assignment, rejected tasks, pending corrections, and Staff Summary Sheet lead times.
  • Provide recommendations on the ARNG-TR Division State of the State slides, including an analytical review and synopsis of previous and upcoming collective training events by State to include the number and type of events, the training audience, the outcome, and impacts to readiness. 
  • Track and validate the utilization of the Entity Resolution Federation (ERF) system and provide an ERF utilization report to include ERF utilization by location summarized as an ARNG percentage and discrepancies found between the MTC submissions and Master Calendar.
  • Provide coordination for all ERF utilization workshops hosted by HQDA to include gathering, verifying, and reporting agendas, required participants, deliverables, and MOIs. 
  • Identify emerging requirements for all ERF suites and other WARSIM systems as they are fielded, assist with the development of presentations concerning ERF suites, and attend utilization workshops.
  • Provide Draft Memorandum of Agreements (MOAs), for each of the six ARNG MTCs, covering all cooperation aspects between the state and the ARNG. 
  • Assist with the staffing of MOAs through TMT to include staffing, routing, and status tracking.

Qualifications

Required Qualifications:

  • Minimum of 20 years of management experience with ARNG/Army/DoD.
  • 5 years’ experience in Mission Command Training Support Program (MCTSP). 
  • Former Active/ARNG Battalion or above commander or similar experience.
  • Willing to travel as required. 
  • Must hold an ACTIVE SECRET security clearance. 

Preferred Qualifications:

  • Master's degree from an accredited university.
  • Program Management Professional certification or equivalent.
  • Combat Arms experience.
