Overview

BRTRC Federal Solutions is seeking Senior Program and Portfolio Managers to support a government client in Washington, DC.  These positions are contingent on contract award.

Responsibilities

  • Provide concept ideas for Program Division(s);
  • Prepare draft work statements (SOW, SOO, PWS, White Papers, BAA’s) for solicitations (Request for Information (RFIs), Request for Proposals (RFPs), Sources Sought Notices (SSN), et al);
  • Review and advise on contract proposals (formally and informally submitted), as requested;
  • Provide project development level portfolio management and oversight;
  • Provide program level portfolio management and oversight;
  • Develop, implement, and consciously improve Total Life Cycle Cost (TLCC) efforts;
  • Assist in contract negotiations on technical matters, as requested;
  • Deliver briefings on relevant subject matter for senior leadership; and
  • Serve as scientific and technical representative for the Program Office(s) concerning the project management of the advanced development, licensure, and acquisition(s) of medical countermeasures, including regulatory and clinical pathways and establishment of manufacturing capacity.

Qualifications

At least fifteen (15) years of relevant industry experience, including executive-level service(s)

 

(1) for vaccine, therapeutic, and/or antimicrobial advanced development and acquisition contracts: a doctoral degree in biological or chemical sciences with post- doctoral experience in the vaccine, therapeutic, and/or antimicrobial field(s) are requisite or

(2) for the regulatory and/or clinical studies: application of doctoral degree(s) in medicine or pharmacy with commensurate experience(s) or

(3) for manufacturing capacity or

(4) for pharmaceutical/advanced drug development portfolio management: at least a bachelor’s degree in chemical engineering with significant experience in pharmaceutical facility   architecture   and   application in commercial building construction or an advanced degree in business with experience in pharmaceutical product development and Total Life Cycle Cost (TLCC) management.
